    The Mayor of Lower Hutt says the council's latest budget is one of the most challenging long term plans, to pull together


    The Hutt City Council is proposing a 16.9 percent rates revenue increase - starting in July.

    Mayor Campbell Barry says there's a need to front up to challenges of decades of under-investment.

    He says they're trying to strike the right balance, knowing any cost increase is not going to be welcomed.
