The Making Space for Water programme includes increasing stormwater maintenance, and culvert and bridge upgrades - and offers solutions for high-risk properties.

It's a response to January's storm, which claimed four lives and left about 17 hundred properties red or yellow-stickered, and severely damaged many roads.

Wayne Brown says preparing for floods is an important part of climate change adaptation.

The programme would likely take six years to roll out.
