Labour's leader says it's astounding - to make Cabinet sign off on funding decisions for the Ministry of Disabled People

Families say they were blind-sided by new limits on what disability support funding can buy - and Cabinet will now oversee changes.
Minister Penny Simmonds apologised in the House last week for the lack of consultation.
Chris Hipkins says it essentially means the Minister can't make portfolio decisions - without checking with Cabinet.
He says it's a massive vote of no confidence in Simmonds - and he'd expect the Prime Minister would do more.
