The Government's changing the law, to make it easier for new early learning services to start -- and existing ones to operate

Its repealing rules around the establishment and location of new services.
Associate Education Minister David Seymour says providers and parents are best placed to decide where early learning services should be set-up.
The Government's also stopping new requirements -- that are due to take effect in August -- requiring people in supervisory roles to have a full teaching practice certificate.
Seymour says the change has potential to increase fees, reduce hours and close services due to a lack of fully certified teachers.
Teachers will still need a recognised teaching qualification.
