Even with pay of up to 300 dollars a day, the sector's suffering a shortage of planters - which could put the One Billion Trees Programme at risk.
But the Government says training programmes, scholarships and youth employment projects will generate labour.
A spokesperson for Regional Economic Development Minister Shane Jones says Te Uru Rakau - Forestry New Zealand - is working to ensure sufficient workers for the planting season.
120 million dollars has been set aside for partnership grants over three years, for labour and workforce development.
