An economist is predicting there'll be two more cuts to the OCR in the first half of next year

The Reserve Bank surprised the market by choosing to hold the Official Cash Rate at one percent yesterday.
ASB chief economist Nick Tuffley says there'll likely be cuts in February and May next year.
He says it looks like growth won't be as strong as the Reserve Bank expects.
Tuffley also suspects the central bank will be pushing up banks' capital requirements quite considerably.
