The pilot was allegedly charging for flights without authority -- using a paraglider without a warrant of fitness.
Authority chief executive Dean Winters says it's important operators go through a robust certification process.
He says this prosecution helps maintain a level playing field for hard-working adventure aviation operators who do the right thing.
