Leng Mui , known by locals as Helen Bock, was knocked down and bitten by the dog during her walk to the park.
Friend Bruce Mead says the dog's owner didn't even help her off the ground.
He says the owner only apologised, but didn't help the 83-year-old up, or offer to take her to the doctor.
Mead says the attack has been reported to police and Upper Hutt City Council.
