    Bluebridge says weather and sea conditions are forecast to deteriorate -- with large swells expected.

    Both areas have seen high river levels, and reports of flooding.

    Tairawhiti Civil Defence says there's likely to be some land stability issues, given the impact of previous heavy rain events.
