The Ohiti Road works include a 2.1-kilometre network of stopbanks and bunds on both sides of the Ohiwia Stream near Broughton's Bridge.
Stopbank and road raise construction works have begun with expected completion by mid-2026.
The project's part of the Government's 212 million dollars in funding towards major flood mitigation work in Hawke's Bay.
Regional Council Chair Sophie Siers says it's a major step forward for local property owners whose homes will soon move to the lowest flood risk category.
