    The opposition continues to the Three Waters reforms, which would see management of water assets taken from councils and handed to four publicly-owned companies


    Communities For Local Democracy, made up of a number of councils, is making submissions against the plan.

    Manawatu District Mayor Helen Worboys says they support the idea of national regulation, to ensure proper investment in assets.

    But she says councils should be free to determine the model that works best for them..
