    A public health emergency's been declared for California.


    The US Department of Health and Human Services declaration gives health care providers and suppliers greater flexibility in meeting emergency health needs.

    Secretary Xavier Becerra says they're working closely with state and local health authorities - and are ready to provide medical support.
