Pharmac's proposing those who rely on a 2-in-1 inhaler will be able to receive three months supply at once.
It will also have the device available in health care clinics to assist those are starting treatment.
Asthma and Respiratory Foundation's Chief Executive Letitia Harding says inhaler education is as crucial as accessibility.
She says using the medication correctly and getting it deep into the lungs is key.
