    Some common ground between the coroner and Police Association, as each slam the other over the death of Shargin Stephens


    The 35-year-old was shot by a Rotorua probationary officer in 2016, with a coroner finding his death could have been prevented.

    Association President Chris Cahill says the shambolic process led to a report lacking understanding.

    But Cahill says he agrees with recommendations around using body cams, and improving senior leadership.

    Cahill says it can be difficult in fast moving situations, but there're advantages to knowing who's in charge, which may not have been clear here.
