A concerned father wants clarification on whether part of Papamoa beach can be used by nudists

Dave Laidlaw was walking along the beach with his two young daughters, and was shocked to see a naked man.

Locals say the section of beach has been used by nudists for decades, however, the Tauranga City Council hasn't designated the area for nude sunbathing.

Laidlaw says there were no signs warning people they may see nude bathers.
