    One - led by former Canterbury Rugby League chair Tony Kidd - has informed the local council they'll submit their case in August.

    Questions were raised at the meeting whether more co-operation is possible with a second bid under the Kea moniker, headed up by former New Zealand Rugby boss David Moffett.

    South Island Bid president Frank Endacott insists competition is healthy.



    The NRL is keen to add an 18th team as early as 2026 with a Papua New Guinean side the front-runner.
