A political commentator says the He Puapua report isn't about separatism

The report caused controversy for suggesting separate entities for Maori like courts and a parliament.

Commentator Shane Te Pou says He Puapua is only a proposal at the moment.

Mr Te Pou says the government would still need to pass any implementation of the report into law.
