Torrential rain is sweeping through central and eastern Europe.
The four dead were found in the southeastern region of Galati during a search and rescue operation.
The highest flood alert was also declared in 38 locations across the Czech Republic.
The BBC's Adam Easton says the heavy rainfall is being caused by Cyclone Boris.
He says the river levels are expected to continue to get higher and, more banks are expected to be breached.
