Crusaders coach Rob Penney's pushing for better policing of the scrum heading into Super Rugby next year.

He's keen to see what he describes as a "passive engage" between the front rows, with the pushing to come only after the ball is put in ... as the law currently states.

Penney says too often a collapse occurs on the referee's set call.
