Extending Parliamentary terms to four years - could also prompt change for Local Government

New legislation's being planned to go to referendum.
It would require stronger Opposition representation in some select committees - and could be put to a vote as soon as next year's General Election.
Otago University law professor, Andrew Geddis, says we should also change Local Government terms.
He says otherwise, we could end up holding Local and General Elections in the same year.
He says that could be disastrous - with Local Government completely overshadowed.
