    Unlike the End of Life Choice referendum which enacts the law -- the Cannabis Legalisation and Control Bill is a draft


    So, Victoria University Associate Professor of Criminology, Fiona Hutton, says if it's a majority 'yes' vote -- it still needs to go through parliamentary readings and select committee hearings before it becomes law.

    The Bill could change as submissions are made, but Hutton doesn't think its key principles -- like reducing harm and restricting access to young people -- will change very much.

    She says some people weren't happy about the number of homegrown plants allowed, and it's that sort of thing that could be altered.

    Hutton says the Bill's likely to take between 12 to 18 months to make its way through Parliament.
