Customs investigators found the loose tobacco in an Auckland storage unit and a cannabis grow-house at another property.
They found small bags of meth and commercial quantities of cigarettes at a different address, and four people were arrested.
Fraud and Prohibition Chief Customs Officer Nigel Barnes says the arrests are linked to an August seizure of nearly one million cigarettes.
He says they found four suspects involved in receiving previous air cargo from China believed to contain illicit tobacco.
