Molloy identified Jesse Kempson, who killed backpacker Grace Millane in 2018.
In 2021, Molloy was convicted and fined and ordered to complete community work.
Molloy was a practicing vet when he breached the order, so his conviction was referred to the Council.
It's also ordered him to pay 23-thousand dollars legal costs.
Registrar Iain McLachlan says the conviction could undermine public trust and confidence in the profession.
