The 20 year old had the rare Prader-Willi syndrome, a genetic condition causing cognitive impairment and insatiable hunger.
The man suffered multi-organ failure after the weight gain and died in hospital.
Rose Wall says staff at the home weren't trained to deal with the condition - and he had inappropriate access to high-calorie food.
His death has been referred to the Coroner, and the care home provider to Work Safe - to decide if further information is needed.
