    A children's charity says Oranga Tamariki has organisational failings on multiple levels, after a report found an increase in the number of children being abused in care


    The independent Experiences in Care report has found more children aren't receiving the minimum legal standards of care under the agency's watch.

    Child Matters Chief Executive Jane Searle says things need to change.

    She says changes need to start with the huge workload of social workers.
