A report uploaded by Parliament's Environment Select Committee, shows the Commission wants the Government to implement extra policies on renewables, transport, and agriculture.
The Commission found plans were insufficient for the third emissions budget to be met.
Climate Minister Simon Watts is quoted in the paper saying the Government's committed to a credible pathway to meet the emissions budgets.
He says New Zealand should be celebrating progress, and recent projections indicate better outcomes than the year prior.
