A public servant's quit after two complaints from female staff about conduct after the work function.
A whistleblower who contacted the Herald, says how alcohol was supplied posed a serious risk to staff health and safety.
Social Development Ministry Deputy Chief Executive, Anne Shaw, says their alcohol policies are clear and were complied with.
Police didn't identify any criminal offending.
