    Phil Gould is determined to help the Warriors create a sustainable and effective development system

    The NRL great has been hired as a consultant.

    Gould says during his time working for the Penrith Panthers he decided their best chance for success was for the club to build within.

    He's now determined to do something similar for the Warriors.
