    An Auckland mayoral candidate is in favour of congestion charging in the city, if done properly


    It's expected to be included in the emissions reduction plan being announced about midday.

    Efeso Collins says any charge needs to be equitable, and actually reduce emissions.

    He says the charge must work alongside other measures.

    Collins says buses and trains need more capacity and reach.
