The Ministry of Social Development has confirmed it's received two complaints.
Social Development Ministry Deputy Chief Executive Anne Shaw says the alleged behaviour didn't happen in the office, and was after the function.
She says staff immediately dealt with the complaint and the employee no longer works for the service.
She says they takes all such complaints very seriously.
