    A Christchurch City Councillor is puzzled at an announcement claiming the rebuild's going so well


    The Government has announced that resource management powers are being returned to the council - because the rebuild is more than two years ahead of schedule.

    Christchurch City Councillor Aaron Keown says he welcomes control being given back, but questions claims the rebuild's in advance.

    He says some projects supposed to be finished by now, haven't even started.
