Auckland Mayor Phil Goff is promising to up rates - should he be re-elected

Goff is this morning confirming his bid for a second term.

If elected - he'll increase rates by 3.5 per cent.

It'd be more than the 2.5 per cent annual rates rises in his first term.

He says the increase is part of his long-term budget.

Goff says it's responsible to keep rates at an affordable level while also delivering the things the city desperately needs.
