Bryan Cadogan - says 11 gang affiliated North Islanders have settled in the south after being released from Otago Corrections Facility.
The Mayor's told the Otago Daily Times hardened gang members from the north are asking to be released in the south, claiming they want to break their cycle of reoffending.
But Cadogan claims they're returning to a life of crime.
He says the level of organised crime in the Clutha District is the worst he's ever seen, and is contributing to a methamphetamine plague.
