It's admitted that delays in tracing cattle around the country probably enabled the disease to continue spreading.
More than 1100 extra properties have been contacted because follow up testing didn't happen fast enough.
Federated Farmers animal welfare spokesman Miles Anderson says he believes processes are improving,.
But he says one or two mistakes have cost some farmers dearly.
