Cabinet has signed off on Primary Industries Minister Damien O'Connor's proposals to change the act.
Chairman John Monaghan says they will now have the right to refuse certain farmers milk.
He says that will be farmers who don't meet their terms and conditions of supply, especially around the environment and sustainability - which is a good start.
