The government's announced plans to overhaul the Resource Management Act

Chief political reporter Alex Mason says the aim is to cut complexity and costs, and help urban development while better protecting the environment.
Environment Minister David Parker says under the almost-30-year-old law freshwater quality has gone backwards.
He says planning rules are partly to blame for the housing crisis - and there's been too little spatial planning in and around growing urban areas.
Parker says the RMA is close to twice its original length, making it more and more unwieldy to interpret.
A panel is expected to produce a reform proposal within a year.
