Penrith lost the game 30-18 and Cleary admitted in his post-match press conference that he approached the referees at halftime.
Cleary confirmed that he had approached Klein but insisted there wasn't anything untoward.
NRL head of football Graham Annesley says the competition strictly prohibits coaches from approaching referees during games.
