Ratepayers will have to fork out millions of dollars for a dedicated water watchdog

The regulator will set standards for all suppliers and have monitoring and enforcement powers.
It follows the Havelock North Campylobacter outbreak in 2016, when five-thousand people got sick from their drinking water.
Water New Zealand chief executive John Pfahlert says it will cost about half a billion dollars over the next 10 years.
