Capital and Coast DHB has been slammed for not diagnosing a woman's brain tumour

She twice presented at the ED with neck pain and vomiting after having collapsed.
The first time she was discharged, and the second was referred to general medicine.
The Health and Disability Commissioner says she should have had a CT scan.
He says a busy environment is no excuse for a poor pattern of health care.
