Universities say the latest figures for the fees-free scheme don't tell the whole story

The Government's offer of free uni for first year students has been criticised for a 30-percent drop out rate in its first year.
But Universities New Zealand executive director Chris Whelan says the figure is misleading and includes people who have changed courses.
Whelan says the expected drop out rate in the first year is ten percent.
