However the police watchdog says the early-morning pursuit in April 2018 should have been abandoned.
Police pursued a stolen Subaru as it drove on the wrong side of the road at 2am with its headlights off, putting an oncoming car in danger.
The chase came to an end when an officer used his police car to push the Subaru into a wall.
The driver claimed he was kicked and punched by police when he surrendered, but the Independent Police Conduct Authority found this wasn't the case, although said reasonable force was used to arrest him.
However, the Authority says there were several points during the pursuit which created risks - and at those points the officers should have abandoned it.
