    Mitchell had reportedly been deciding between the North Queensland Cowboys and the Tigers.

    The Courier Mail claims the Cowboys have all but signed Valentine Holmes, who is returning from a stint attempting to get into the NFL.

    Salary cap restrictions would limit the Cowboys ability to sign both Holmes and Mitchell.
