Chief political reporter Alex Mason says Revenue Minister Stuart Nash has signed a global initiative in the Netherlands.
He says it's unfair when parents wriggle out of their obligations by living in countries where it's harder to enforce payments.
He says about 7.7 million dollars is owed for Kiwi kids - and about 16-thousand-700 overseas-based parents have obligations here.
Parliament will consider the initiative - which is expected to come into force in April 2021.
