A Coroner's recommending changes to the Land Transport Rules after a man died when his van collided with two other vehicles in State Highway One, in Dunedin

Coroner David Robinson's released his report into the May 2017 death of Richard Harley.
Harley struck a car when changing lanes, then braked and swerved - colliding with a semi-trailer truck.
Robinson's recommended the Transport Ministry requires semi-trailers to have a form of bumper designed to protect an impacting vehicle getting wedged underneath.
The devices are currently only required on towing trucks with a full trailer.
