Wellington's poor water infrastructure was flagged more than five years ago - during plans for the region to amalgamate

A 2014 report for the Local Government Commission suggested 2.6 billion dollars was needed to fix pipes made out of asbestos cement, or pipes in bad condition.
The report painted a grim picture for Porirua at the time, with a large majority of water and wastewater pipes either deteriorating, or made from asbestos cement.
Porirua City Councillors have recently learned they need to spend 1.8-billion dollars in the next 30 years to get pipes up to scratch.
Water New Zealand technical manager Noel Roberts says the shorter lifespan of pipes made from asbestos concrete wasn't understood when they were first installed in the 1950s.
