The IPCA says police made a wrong choice - when they kept their distance from a wanted man in the Waikato River

The officers were in a boat pursuing the man - who'd violently assaulted his partner ended ... but he was pulled into an eddy and disappeared underwater.
IPCA chair Judge Colin Doherty says the officers weren't adequately trained to manage the operation.
He says Police have reviewed their systems since the incident.
He says education programmes have been put in place for officers who could be in similar situations.
