The NRL has plans to re-start their season on May 28, despite Much of Australia in lockdown.
However Queensland Premier Annastacia Palaszczuk says Queensland's teams would not be exempt from quarantine and would have to undergo 14 days' quarantine anytime they return to the state.
It means the three teams will have to base themselves in New South Wales, where nine of the 16 teams in the competition are already based.
