The Reserve Bank slashed the official cash rate to 0.25 per cent in March - saying it will remain there for the next 12 months.
But there's been talk about going into negative territory.
The central bank's monetary policy statement comes out on Wednesday.
NZIER principal economist Christina Leung says Shadow Board members favoured further quantitative easing now.
She says the general view was a negative OCR was not required at this week's announcement, but they were divided about whether it was needed in the next 12 months.
