SPCA was called last October after Geoffrey Clark took the 10 week old pups for vaccinations - presenting with tails that appeared artificially docked.
SPCA CEO Andrea Midgen says says the puppies suffered - and tail docking can only able be legally performed by a vet or vet student - and only for therapeutic purposes.
She says people who dock puppies will be investigated with a view to prosecution.
