The chief coroner, Judge Deborah Marshall, is yet to decide whether an inquest will be held - and what the scope of any inquest might be.
She will need to review the police file - and likely consult with victims and representative groups, before making a decision.
After the attacks, families were angry and frustrated by authorities who took days to carry out the identification process.
It meant loved ones couldn't be buried within 24 hours - in accordance with Muslim tradition.
